I’ll be having my first job interview soon at procter and gamble, the company focuses a lot on leadership skills, i’ve been in the scouts for 9 years, would it be relevant if i get a reference letter from my higher chief that would talk about my leadership skills?

I think that is must. You have to have a reference letter from your last boss
