Because it is impossible to lead anyone when everyone is standing still.
You have to start with a clear direction and if it changes, that’s OK, progress takes many turns often but at least you are still progressing and not standing still.
Empowerment comes into play when you have steered your subordinates into a clear direction.
Otherwise, empowerment with no direction is like an engine idling.
