Say a student has a “perfect” resume with leadership skills and plenty of college courses already taken (with A’s in all), a GPA of 4.03 and ranked in the top 5%, ACT scores at 28 composite, but SAT II’s around 470 and 590; what would be the chances of getting into NYU?

i dont think it would hurt too much but it certainly wont help. If you have time, take one more sat II and try to get a better score.
